Tir is the ultimate trump card. As a carry-over character from the first game, he is the best magic user in the entire game. His defining feature is his Soul Eater Rune , a unique rune that comes with a "Instantly kills all enemies" ability, wiping out entire waves of standard enemies instantly. Beyond this, his high Magic (MAG) stats allow him to nuke bosses with high-level spells. With access to three rune slots, you can further enhance his utility, making him a mandatory inclusion if you have him.

This party has a perfect balance of AoE healing (Riou), physical nuking (Pesmerga/Viktor/Killey), magical burst (Flik/Rina), and no wasted turns. Every character either swings multiple times or casts spells that hit all enemies.

Critical Hit Machine Why A-Tier: Georg has the highest base Skill and decent Strength. He will critical hit almost every single normal swing. No tier list for Suikoden 2 is truly objective because Unite Attacks can elevate lower-tier characters. For example, are B-tier alone but A-tier together. Similarly, the Stallion (run fast on map) is F-tier in combat but S-tier for utility.
As the protagonist, Riou is the glue that holds the party together. He is a "prime healer" thanks to his unique Bright Shield Rune and is absurdly good in nearly every category of combat. His stats are exceptionally well-balanced, making him a consistent performer throughout the game. He is essential for boss fights due to his healing Unite Attack with Jowy or his powerful defensive spells.
Though physically imposing, his fire-breathing attacks often leave him unbalanced, skipping turns and leaving your front row vulnerable.
The beauty of Suikoden 2 is that you can beat the game with almost any party if you understand Rune combinations. But if you want efficiency, raw power, and the least amount of grind, stick to the and A-Tier characters listed above.
